of what entity should i inquire for a street cleaning bid and how to approach them correctly incl paper work they'll want

Is the city seeking bids ? Or are you thinking of cold-calling them to solicit ? Are they already privatized , or are they in-house with their own sweepers ?

If they're not currently advertising to seek bids, and you're just wanting to solicit: It would be the head of public works Dept. But even if you got an audience with him/her : I bet the wheels would "turn slowly" for any such decision. If they're "in-house" then it's usually hard to get them to dream up that privatizing is better/cheaper. And even if they DID entertain that notion, it would no doubt have to go through many hoops of bureaucracy.

If they're already privatized, then you'd basically be trying to undercut someone else, eh ? Then that would usually only occur at contract renewal times (like.... whomever is doing it now may be on a 1 yr. or 3 yr. contract). So they wouldn't be entertaining competing bids till it came time to bid at end of current term.
